I posted this a while back, but here’s an updated version. I’ve revised this a bit to take into account some new information that surprised me.

According to your Conform-o-meter, to boost your Obedience rating you need to have public buildings to keep your people docile!

Keeping the Obedience rating high helps move your Conformity Bonus to its 5% maximum, giving you extra cash and XP every time you tap. Now, it can be quite challenging to improve at lower levels, as most of the public buildings you need to unlock to boost this rating arrive at later stages of the game.

So, what are the public buildings? Well, they’re the buildings that have piles of cash above them and include:
- the Library
- the First Church of Springfield (and its Heck House variant)
- the Police Station
- the Post Office
- Springfield Penitentiary
- Springfield General Hospital
- the Hibbert Family Practice
- Springfield Observatory (a premium building)
- the Springfield Subatomic Collider (a limited-time item available at Halloween)
- Springfield Cemetery (a limited-time item available at Halloween)
- Springfield Pet Cemetary (a limited-time item available at Halloween)
- the Mausoleum (a limited-time item available at Halloween)

Those are all obvious enough. But here’s the surprise – they also include O’Flanagan’s Pub, Barney’s Bowl-a-rama, the Volcano Lair, the Android’s Dungeon, the Bad Dream House from Halloween, Burns Manor and the Wiggum House. And so are the Christmas Tree and Santa’s Village from the Christmas update! And they don’t include the Springfield Elementary School or the Town Hall – these buildings have an impact on your Righteousness rating, as does Moe’s Tavern.

That’s not the full story, though. Like all the other elements of your Conformity Bonus, the Obedience rating seems to drop when there’s a new level or when you expand your land area. Fortunately, you can also improve it by putting up signs – and planting lots of the Stop Signs ($385 and unlocking at level 22) and the Hail Ants Sign ($450 and unlocking at level 23) can give it a significant boost. Exactly how many you need, however, will depend very much on the size of your town. And, if you’re a donut-user, police-cars help, too, although they’ll set you back 40 donuts each.

The Miranda Rights quest makes up the second half of level 17 and begins with Apu prompting the build of the police station. “Level 17″ is a very loose term, though – and that’s because even if your XP bar tells you you’re at level 17, you’re not really there until you’ve unlocked all the other buildings and characters that come before it on the build menu. So, level 17 is just an indication of the minimum level you can expect to be at before any of this happens.

1. Miranda Rights Part 1 Almost as soon as King’s Toot’s is built, you’ll realize that Apu isn’t happy…

Apu: I’ve been robbed 10 times today – that’s twice as much as usual!
Apu prompts the build of the Police Station ($40,500 and 24 hours, unlocking Chief Wiggum – keep Apu and Lisa free as the build finishes to be safe).

2. Miranda Rights Part 2 As soon as Chief Wiggum is back, Apu launches straight into his complaint:
Apu: Chief Wiggum – the state of crime in this town is bad. Bombay bad.
Lisa: Speaking as a law-and-order Democrat, I say we need more police on the streets.
Wiggum thinks that’s a great idea and calls for Eddie and Lou. It takes him a moment or two to realize that they’re not back yet and that he’ll actually have to do his job. Reluctantly, Wiggum patrols Springfield (8 hours).
3. Miranda Rights Part 3 Finding actual work really quite tiring, Chief Wiggum decides to take a break at Krusty Burger (30 minutes – and keep Lisa free as he finishes to be safe).
4. Miranda Rights Part 4 Lisa is unimpressed:

Wiggum: Absolutely. And do you see any crime here at the Krusty Burger? No, you don’t! Don’t look by the register. There’s a robbery going on.
And, without any more enthusiasm than he had for the first time round, Chief Wiggum patrols Springfield again (8 hours – keep Homer free as he finishes).

With business as usual in Springfield (although that still inlcludes some extended St. Patrick’s Day business), here’s part 2 of the list of animations that tell you when a character is inside a building.

While you can tap on a building to see who’s inside, the animations are an extra bit of fun. Part 2 covers all the regular buildings currently available from Jake’s Unisex Hair Palace on. You can see Part 1, covering all the buildings up to Moe’s tavern here. Premium buildings will be covered in a separate post.

Jake’s Unisex Hair Palace - there doesn’t appear to be any animation
Springfield Downs - the dog-racing animation runs when the dogs are actually racing and when characters are visiting the track
The Gilded Truffle - the windows on the second floor light up (flickering candles and people having a good time)
King Toot’s - no animations
Police Station - flashing red and white lights
Skip’s Diner - no animations
Luigi’s – smoke rises from the pipes on the roof
Springfield Penitentiary - searchlights
Retirement Castle - no animations
Town Hall - shadows moving in the windows
Muntz House - a raccoon runs onto the roof and chews some electrical wires
Krabappel Apartment - a window on the second floor opens and cigarette smoke is blown out
Channel 6 – the satellite dish rotates (when either someone is doing a task or a program is being made)
Springfield Post Office - the front doors open and mail blows out
Hibbert Family Practice - shadows move in the windows
Springfield General Hospital - the lights on the helipad on the roof flash
Burns Manor - a vulture flies out of the dome and sits on the roof
Pimento Grove - sadly unused, so no animation
Wiggum House - flashing red and blue police lights
El Chemistri - it doesn’t get any use after the level 26 quest, but I’m sure there was animation…
